DPK Kepri manages over 27,000+ titles and 162,000+ physical copies across multiple service locations throughout the Kepulauan Riau archipelago. Despite the scale of the collection, every service touchpoint was manual or required citizens to be physically present.
Membership registration meant visiting the library, being photographed on-site, and waiting for a physical card. Cataloging staff had no structured workflow, no barcode generation, and no standardized metadata system. There was no searchable public catalog and no meaningful web presence to connect the library with the communities it serves.
Citizens had to visit in person, be photographed at the counter, and wait for a physical card — with no digital alternative and no access for citizens outside Tanjungpinang.
27,000+ titles with no online search capability — citizens could not check collection availability, filter by category, or plan a visit without calling or walking in.
Cataloging, labeling, circulation, and reporting were handled in separate tools with no integration — creating data inconsistencies and inefficient staff workflows.

We built an integrated two-part platform: a public-facing portal website for citizen self-service, and a Library Management System for internal operations. Both share a single data layer, and access is structured through seven distinct roles to match specific staff functions.

New acquisitions are processed through a full MARC 21 input form — including ISBN, DDC, author, edition, publisher, subject headings, copies per UPT, and high-resolution cover images. Each entry undergoes a rigorous two-step verification where records are submitted by the Processing role and meticulously audited by the Review role before being published to the OPAC.
This high-standard workflow ensures absolute data integrity and catalog quality across more than 27,000 titles, providing a reliable and professional search experience for both librarians and the general public across the archipelago. The system also handles complex multi-location availability tracking automatically.
The system automates the entire logistical preparation for physical items by generating print-ready barcode labels instantly upon cataloging—eliminating the need for external design tools. Each label is strictly formatted according to Perpustakaan Daerah standards: library header, DDC call number, copy notation, and unique inventory numbers.
To aid physical shelf navigation, the system also generates color-coded DDC spine bands, allowing staff and visitors to locate collections within the stacks more efficiently. This seamless integration from digital entry to physical labeling has significantly reduced book processing time, allowing the library to scale its collection rapidly.

The OPAC was built with DDC-based category filtering, multi-parameter advanced search, and a clean public interface — allowing any citizen to find a title, author, or subject without library training. The catalog is backed by MARC-structured metadata maintained through the two-role cataloging workflow.

Before the rebuild, the library website attracted fewer than 5,000 monthly visitors with no search presence. The new portal was built with SEO as a core technical requirement — clean URLs, CMS-managed meta tags, sitemap generation, structured data, mobile-first rendering, and fast page performance.
